Rationale: The Administrative Board oversees expansion at the international level. Expansion at the state organization level is most
closely aligned with Membership and would best be served under the jurisdiction of that international committee. Fiscal Impact:
Reduction in costs to the Society will be $6,500 per biennium for expenses connected with the face-to-face meeting of committee
members. Submitted by: Kay Stuart, chair, on behalf of the Expansion Committee and Lois Vogel, chair, on behalf of the Member-
ship Committee. Administrative Board Recommendation: to adopt.

Rationale: The Administrative Board oversees expansion at the international level. As written this item is in direct opposition to
Article VII.A.1.b.(14). Fiscal Impact: There will be a reduction of $6,500 per biennium in committee meetings expenses with the
